It seems like the scanner support for the "Canon MF Toolbox" software is not installed properly. To fix it, you can try reinstalling the scanner drivers provided by Canon for your specific scanner model. Make sure you download and install the correct drivers from the official Canon website.
I don't think that Canon MF Toolbox is compatible with the MG7100 Series scanner/printer primarily because there is no version even mentioned on the Support pages. There is the support page from where you can acquire the drivers to install the software. Once the drivers are installed, you can then proceed to the installation of the Canon MF Toolbox. If you see the device in the software, then you can use it, otherwise it can't be used.
Toolbox 4.9 stopped working once Microsoft update my OS to Windows 10. Is there a fix?

That happens because the application wasn't developed to support Windows 10. I have checked the download page, and you can install it only on the supported versions of Windows, but not Windows 10. You can try a Compatibility mode, but that doesn't guarantee it will work normally.
However, there is another solution from the Community forum that is known to work:
On Printer:
Go to scanner and press the scan button
Select "Remote Scanner"
On computer:
Go to bottom left of screen and click the windows logo.
Type the word "scan".
Click on the option that says "Scan Trusted Windows Store app"
Select correct "scanner" "source" and "filetype"
Press scan.
It will save into "My Pictures" under a folder called Scan
To do this, you can try to open the program, select PDF and at Save as Type choose PDF(multiple pages). This should save your scanned pages to a single PDF file with multiple pages.
If it doesn't recognize your scanner, I suggest you to download and install the latest version from Canon website. Be sure that your computer runs Windows 2000, Windows XP, Windows Vista or Windows 7.
I have removed my Canon MF 4890dw and have installed a Canon MF 229dw. I am unable to get the scanning Toolbox software to work. It only shows the 4800 series as being available (even though it is not available) and does not show the 220 Series. I have uninstalled it and reinstalled it, and still nothing. Any ideas appreciated.

The previous toolbox was developed to support only that product which means you will have to uninstall it completely from your computer and then download the new version created to support the Canon MF 229DW device. Access the link below and choose your operating system, then expand Software or Recommended downloads and save the new MF Toolbox to your computer. Install it, reboot the PC and then the device will be available for selection.
